The Personal Information Protection Commission (PIPC) oversees vast flows of personal information, identifying and managing risk factors before incidents occur through a prevention-focused personal data protection framework and by encouraging investment in it, establishing rules for responsible data use across the public and private sectors. As the risks of data breaches and misuse grow, the Commission is taking a seemingly counterintuitive approach: expanding opportunities for data use while making that use safer. This approach is becoming a pillar of the data economy in an era of sweeping AI transformation. Together, a risk-based management framework and hands-on oversight in the field are reducing the social costs of privacy violations while enabling industry to move forward with public trust as an asset.

In the AI Framework Act’s First Year, the Korea Data Artificial Intelligence Law and Policy Society Seeks a Balance Between Industry Growth and Public Trust • South Korea gained a comprehensive legal framework for artificial intelligence when the AI Framework Act took effect on January 22 this year. The government introduced a grace period of at least one year to give the new system time to take hold, while academia and industry continue to develop the standards and case studies needed in practice. Reflecting this same shift, the Korea Data Law and Policy Society, founded in 2019, changed its name this year to the Korea Data Artificial Intelligence Law and Policy Society. Seung-Woo Son, elected its second president last September, is a legal and policy researcher whose work spans intellectual property, data, and AI. After serving as a professor at Dankook University and Chung-Ang University and as president of the Korea Institute of Intellectual Property (KIIP), he now serves as a senior advisor at Yulchon LLC. Since taking office, Son has expanded the Society’s engagement with government-funded research institutes, academic societies, and law firms through AI law and policy forums and joint seminars. We spoke with him about why the Society chose “Legal and Policy Challenges for Energy and Data Infrastructure in the AI Era” as the theme of its fall academic conference.
